D:\WorkSoftware\Unity\2019.3.8f1\Editor\Data\MonoBleedingEdge\lib\mono\4.7.1-api\System.dll
那打开所在目录瞅瞅。
对比发现控制台比Unity工程多了注释文件。
XML是类的注释文件
拷贝zh-Hans文件夹到unity工程的引用目录，重启VS ，问题解决
